Luis Ortiz Blanco is a partner at the EU and competition law Department of Garrigues. He is a former official of DG Comp of the European Commission.
Prof. Ortiz Blanco's work focuses mainly on administrative and court proceedings before the European Commission and EU courts.
He is Professor of Procedural Aspects of EC competition law and Trade Defence Measures at the College of Europe and of Private International Law at the Universidad Complutense, Madrid. He also directs the Annual EU and Spanish competition law Program at the Instituto de Estudios Bursátiles, Madrid. He serves as Secretary General of the Spanish Association for European Law (AEDEur, the Spanish branch of FIDE); as a member of the Board the European Maritime Law Organisation (EMLO); and as a member of the Board of the Spanish Association for the Defense of Competition (AEDC). In addition, he is a member of the Advisory Board of the European Competition Journal and a member of the Editorial Board of La Ley – Unión Europea.
His publications include EU Competition Procedure (editor, 3rd ed. OUP, 2013), EC Competition Rules in the Transport Sector (OUP, 1996, with Ben van Houtte), Shipping Conferences under EC Antitrust Law (Hart, 2007) and Market Power in EU Antitrust Law (Hart, 2012).
